The salary increase for the deputies is already a reality, according to the 10-2025 act of the Board of Directors of the Congress that orders the payment from this month of Q46 thousand 700. The document records the order to the addresses of the legislative agency to validate the increase as of February 1.
The only existence of the document contradicts the public statements that the president of Congress, Nery Ramos, and the first secretary, Karina Paz were made on February 24.
Both managers assured that on Tuesday, February 25, the favorable opinion would be analyzed, not to mention that the document dated 20 days ago, to which he had access Free pressconfirms that seven deputies of the Board of Directors approved the increase, including deputy Paz.
In the session of the board of February 4, Gerardo López, in charge of the Office of the General Directorate of the Congress, reported on the joint opinion identified as DG-01-2025.
In that document the General Directorate, the Financial Directorate and the Directorate of Human Resources concluded that “It is appropriate” the salary increase to the deputies.
The Board of Directors after studying the opinion ordered the General Directorate to make the budget readjustment to comply with the salary increase.
“As of February 1, 2025, the salary of the deputies will be equipped monthly to that of the Judge of Court of Appeals”explains the minutes, on its 4th sheet.
How much will they win?
To define the new monthly salary for the deputies, Congress made a consultation of the Judicial Agency (OJ) to be able to match the remuneration of the congressmen with those of the Judge of Court of Appeals.
Lester Reina González, general manager of the OJ, responded to Congress on February 3 and explained in a communication identified with number 303, the base salary of the magistrates, which was taken by Congress to make the opinion accepted by the Board of Directors.
Now, The salary of the deputies will be Q46 thousand 700 monthly, remuneration that would have to be effective this week, corresponding to the February payment.

Do they evade the CC?
The CC knowing the case ordered that the salary increase be confirmed or rejected by the Plenary of the Congress, so it did not delegate responsibility to the Board of Directors of the Legislative.
Sources that preferred not to be cited, close to the CC, indicated that some of the arguments not to bring the discussion to the plenary was that this order was not in the resolutive part of the document. So the majority of deputies said it was an “administrative decision.”
In Act 10-2025 it is stated that the CC “did not declare the disability of the decision to delegate to the Board of Directors the necessary readcations to improve the salary and remuneration of the deputies.”
But for a series of news that exposed the intentions of the Board of Directors of the Congress to confirm the salary increase, the CC pronounced.
The Court issued a statement explaining that they did not validate the salary increase and that they established a series of steps so that the decision was confirmed or rejected. Highlighting that in case of breaching the constitutional orders are the power to act ex officio.
Will it be discussed today?
Two members of the Board of Directors of the Congress when consulted on the subject, by the media, confirmed the existence of a favorable opinion. But they did not say that the issue already had a decision.
The first secretary of the Congress, Karina Paz, explained that until the session of Tuesday 25 the issue would be seen on the Board of Directors, confirming an opinion in favor of the salary increase.
Minutes after those statements, the president of Congress, Nery Ramos, said something similar and explained that there are funds for the increase, but clarified that a decision had not been made.
“It will be tomorrow – February 25 – that again the issue of salary increase will be touched. To this day – Line February 24 – has not been granted, and the members of the Board of Directors will be analyzing, ”said Ramos, in direct contradiction with the minutes signed by eight of the nine managers.
The president of the Congress was not in the February 4 session, so he does not appear in the minutes, but the eight deputies present, seven were in favor of approveing the salary increase, including deputy Karina Paz who had said that the issue would be discussed and that they had not yet made any decision.
The act also states that the deputy of Victoria, Juan Carlos Rivera, third secretary of the Directive, was the only one who voted against the increase, although he does not reason why he made that decision.
