The processes to advance the project of the State Administrative Center (CAE), which according to the proposal is made up of four buildings to house some 12 thousand workers of state entities, have been resumed by the National Agency for Alliances for the Development of Economic Infrastructure (ANADIE), and there are two current bidding events including the study of the road impact and update of other studies.
According to the schedule, several studies will be tendered in 2025. Then in 2026 the bidding bases will be made for the project so that between the preconstruction and construction phase they have two years to be finished in 2029.
The objective of the CAE is that different offices of the State are installed in the place, and that it can house about 12 thousand public employees and the capacity for about a thousand daily visitors.
The center would consist of 4 towers or buildings and 4 basements, public squares, intermodal transport connection, commercial and cultural areas. Anadie is being launched in the Private Public Alliance mode for which an investment amount of US $ 270 million and the amount of operation of US $ 374 million that the investor must contribute has been estimated. The contract term is 25 years within which it would be 3 years of construction and 22 operation. And the recovery would be carried out through payment for availability (contributions to the State) plus commercial income.
According to Anadie, the State allocates around Q1 thousand 100 million annual average of property leases and maintenance expenses of public institutions, with the creation of the CAE, Q750 million would be saved a year.
The complex is owned by the State at the end of the contract.
Two events
The first event is the Road and Transit Impact Study for the CAE with the price modality, according to article 38 of the State Contracting Law. According to the Guatecompras system, the event was launched on March 17 and offers will be received on April 3.
With this, mobility mitigation works in the area of influence will be defined, explained Kevyn Valencia, executive director of Anadie. For this, several counts must be made of both passers -by and vehicles, and that can involve from steps at the level, new bridges, accesses to the basement, and others, to avoid hi the road chaos.
In the second contest, the update of technical, legal, financial and risks for construction and infrastructure development for the project in question is being tendered. The modality is stipulated in article 17 of the LCE, and the reception of offers will be April 30.
This update is what is called feasibility, where an analysis of all studies is made that new components were already had within the public-private alliances model, to finish having the project to be tendered to tender, he added.
Includes a technical update, of the approach plan to communities or the areas of influence, the risks, the financial part, in addition the legal and the environmental partner will also be updated.
Subscriber content
This will include transaction advice, that is, eventually it also helps to potentiate the project with possible foreign investors who have a lot of expertise on the subject of construction under the public-private alliance model, it was added.
The model does not pursue construction, but the provision of service indicators.
The CAE has a priority character and there are approaches and socializations with key institutions since the intention is to seek synergies and agreements to advance app and in which this model is understood is not traditional public works.
Valencia commented that by 2025 it is planned to launch a third event regarding the patrimonial component for the value of all the industrial heritage that is in the area, that is, the trains, the sheds, part of the integration of station one of the future the fact of mobility that is also being developed.
Here is the value of movable property, the architectural and archaeological restoration of what is currently in the enclosure. The objective is that in the short term the bases can be launched for the result to establish how these goods have to be treated, and what is the value they represent and analyze whether they can be joined to the app or can be done by traditional public works. What you want is that these works are spliced with the heart of the city that is the civic center. For example, having an integration can be had in that area of the city a large center of the arts that is part of the vision that is available, a value and revitalization of the area.
Asked about IDAEH permissions, the official said that the institution made some observations, so he established the zoning of the areas they may have in use to be able to build the four offices. The previous proposal had a greater area for development and has now been reduced.
This was established that 60% is patrimonial conservation and 40% for new building.
Part of the work is that studies are being updated and adapting the project to the new zoning that Idahehe has given them, included in the resolution provided in their opportunity.
Derived from this, the site of the former railway station (of Fegua) where the CAE is raised, currently has a zoning divided into three parts, since it must have a conservation, according to Anadie:
1. Patrimonial Area, which contains the buildings of the so -called “industrial heritage”.
2. Liberated area for the construction of the new buildings.
3. Area for the construction of the central station of an urban mobility system, which contains in turn, buildings of a heritage nature.
Consulate regarding this new proposal that you make of the zoning must be transferred to Idaeh Valencia explained that no longer and the only thing that must be done that in one of the studies they will be doing, which refers to the value of industrial heritage, Idaeh has to give an accompaniment so that at the time that Anadie does the study is tied with the technical, legal requirements that the IDAE requires timely.
If it is not for that APP alternative, it would be by traditional public works, but the important thing is to accompany so that in the future there is no risk that can affect the private, that it is questioned for it, but to have the clarity and to grant legal certainty, that is, that all the requirements requested by the IDAEH are met and that a private can assume the risk in a better way that the Government of Guatemala would do so.
Project
The project is designed for a private public alliance that includes the design, construction of operation and maintenance, which will be the commitments of the private participant that is awarded.
This investor will have to finance the construction of the project, the State will have to pay for availability.
The risks of design, construction and maintenance are transferred to the private investor and at the end of the term it returns the good to the State
Schedule
The director explained that since 2024 the project began to reactivate as a government strategy and the update of the demand study was achieved in which it turned out that more than 40 institutions expressed interest in the facilities and described the special needs, while the study of the design and architectural preliminary draft was also done in which 123 thousand square meters were designed.
Meanwhile, for 2025, both the updates mentioned in the events are expected, as well as the update of the feasibility, work in the previous approvals with the Ministry of Finance (MINFIN), Ministry of Environment and Natural Resources (MARN) and Segeplan, as well as continue with the necessary approvals. The key actors here would be Fegua, Segeplan, Marn, the Institute of Anthropology and History (IDAEH), the Municipality of Guatemala and the General Directorate of Aeronautics.
By 2026 the bidding phase is planned with the prequalification of bidders, the approval of the Basis by Conadie, as well as awarding and signing the contract that year.
While in 2027 the project will be worked, for example, in the preconstruction phase, final design approval, license approvals of the final project, signing of the construction act.
According to Valencia, the construction is expected to lead to two years, so the enclosure would be completed in 2029.
