The riot in the Pavón prison, which occurred this Thursday, April 10, began when the guards of the Penitentiary System (SP) tried to transfer William Gilberto Santos Divas, sentenced to 38 years for the murder of the lawyer Rodrigo Rosenberg Marzano.
Santos Divas, convicted of the crimes of murder and illicit association, took control in Pavón and was in charge of sector 5 “A”, where the National Civil Police (PNC) located 14 firearms, rifle ammunition, 36 cell phones, two tablets, drugs and cash.
The investigators in charge of the case indicated that Santos Divas possibly coordinated the entry of the illicit the prison.
Sergio Vela, general director of the Penitentiary System, commented that they had already received complaints for anomalies within that prison center.
He added that Pavón’s prisoners sent a request to the DGSP authorities to express their disagreement against Santos Divas.
“We decided to enter a requisition to be able to transfer this person to another center and maintain it in an isolated way,” said Vela.
He commented that, when they entered the prison, a group of deprived of liberty of sector 5 “A”, which directs Santos Divas, was not satisfied and began firing at the SP guards.
“We managed to enter the sector, we managed to calm people and, unfortunately, three inmates were injured and were transferred to a hospital,” he said.
The director of the SP said that they already have control of Pavón and that the Public Ministry works to establish the facts.
In addition, he pointed out that the illicit entered the door of the prison to be delivered to the inmates called “Los Paisas”, convicted of various crimes, including drug trafficking, hired, homicide and murder.
He explained that, with these actions in Pavón, they have initiated the Security Plan for Holy Week, with the aim of taking control of prison centers and increasing supervision.
This also goes hand in hand with the implementation of the Penitentiary Renewal Model that is being worked on. For this year we have planned to take control of two more centers, in order to really exercise the control of prisons, he emphasized.
Extortion Center prisons
According to the Public Ministry, Pavón is one of the five prisons from which more extortion calls are generated, and investigations show that there are imitators structures in that center.
He added that, in 2024, approximately 64 thousand 717 extortion calls left prison centers. The MP statistics show that the greatest amount of those calls were made from the penalties of Pavón, Pavoncito, Fraijanes, Cantel and the Canada farm.
On December 19, 2019, the PNC announced the transfer of two inmates of high danger to the maximum security prison renewal 1, for being alleged leaders of an extortionist structure that operated from Pavón.
According to the Ministry of the Interior, the prisoners Jefry Antonio James Morales, known as Ploky, and Ronal Isaac Luna Cano, aka the THIEF, are alleged leaders of an extortion structure in the Farm Rehabilitation Model Pavón, in Fraijanes.
Both deprived of liberty were sentenced for the crimes of homicide, murder and riot of prisoners.
He added that, after the analysis carried out by the General Sub -Directorate of Criminal Investigation (SGIC) of the PNC, it was determined that both are former members of the 18th neighborhood gang.
Murder in Pavón
In an area of asylum that measures less than 9 square meters, next to the hospital that is within the farm of rehabilitation Canada, Escuintla, those deprived of liberty Maher Moisés Montenegro Cardona, 31, were held; Paulino Manuel Osorio Rumó, 30 and Pedro Arnoldo Chamorro Velásquez, 31.
During the early hours of Tuesday, January 4, the SP guards located Montenegro Cardona, who was the alleged responsible for the death of Captain Byron Lima.
The inmate was waiting to face a trial, which would initiate on May 5, 2026, in charge of the Court of Greater Risk C. In the case there are another 13 involved.
The SP personnel indicated that Montenegro had several white weapon wounds in different parts of the body.
The PNC reported that Montenegro was imprisoned since August 11, 2016 for the crimes of serious injury, resistance with specific aggravation and its own cover -up.
