Ramos says that blocks want to “assault” the Board of Directors of Congress

The session of the Congress of the Republic on Tuesday, April 29 was marked by several incidents between deputies, which even reached the blows. Therefore, the plenary was closed by President Nery Ramos, who justified his decision with the lack of conditions, because, in his opinion, there are parliamentary blocks that want to “assault” the Board of Directors of the Legislative.

Ramos said that the tension has prevailed in Congress because the agenda proposed by the Board of Directors for this Tuesday’s session was discarded and replaced by another that included five points, which was endorsed by the instance of block leaders. He described that act as “dangerous” and illegal, because, he said, we seek to discuss issues that only interest certain sectors.

He added that tensions in the legislative are due to the internal conflicts of the political parties, which has caused differences, confrontations and conflicts within the Congress of the Republic, which translates into the lack of agreements.

I noticed it from the beginning. I even called for the internal partisan conflicts to be resolved in accordance with their statutes or the electoral law and political parties and not to carry their problems to this Congress of the Republic, whose punctual mandate is to legislate and intermediate in favor of the people of Guatemala, Ramos said at a press conference.

Change agenda

Ramos said that this situation has caused difficulties to reach agreements and arrange agendas.

It has worsened in such a way that, yesterday, at the meeting of block leaders, you could observe a broad agenda, and some said: a very wide agenda. (…) We fulfill our function, according to the Constitution and the Law of the Legislative Agency, to democratically build a proposal for the age of the day, which without further argument was discarded and another was presented. That is very dangerous, because usurping the functions and qualities of a president of a state body entails high risk, Ramos added.

The president of the Congress said that, despite these circumstances, on Tuesday the scheduled session was opened; However, he indicated that the new proposal for the age of the day did not include the discussion of collective interest initiatives.

This is a high organism that deserves respect, because it is from where it is legislated for Guatemalans, and how dangerous instrumentalize it for other purposes. Because a new proposal with five points is presented, he added.

The proposals included in the agenda approved by the instance of block leaders are:

  • Knowledge of the resolution of the amparo file in single instance
  • Election of the first secretary of the Board of Directors of the Congress of the Republic
  • Discussion and approval of the project according to reform to the legislative agreement on the distribution of commissions
  • Removal of the alternate representative of Congress before the Monetary Board
  • Election of two of the three vocal deputies that make up the Permanent Commission for the Plenary Recess period

So the arguments that are ready to work are absolutely false. Here what there are are particular interests of some blocks for assaulting the Board of Directors of the Congress of the Republic. We are annoying for some blocks for performing a role of political stability in this country, Ramos reiterated.

He added that Deputy Nery Rodas presented a motion for the repeal of the salary increase, but the secretary decided to close the vote immediately, so parliamentarians did not have time to pronounce.

Verbal confrontations and acts of violence within the parliamentary hemicycle began to be raised, and there were no conditions to continue that session. It is the reason why I made the decision to close it, attending to the powers that the Constitution and the law give me to open, direct and close the sessions when there are no conditions to do so, he added. Ramos did not reveal which blocks, at their discretion, seek to take control of the Board of Directors.
