The low expense execution reported until June by the Codedes in different works provides that a balance will be left. Therefore, the members of the Finance Commission already analyze the option of Continue with the projects in the following fiscal year.
During a session held yesterday, the commission knew the levels of budgetary execution of the Codedes, which for this year have a global allocation of Q12 thousand 246.7 million distributed in three budget lines. However, the execution is low and various scenarios are already handled.
Personnel of the Technical Directorate of the Budget (DTP) explained that the CODEDES register an execution of 17.11%, equivalent to Q2 thousand 99 million. It is planned to accelerate spending in the coming months to close the year with a Q6 thousand 600 million executed, which would represent 56% of the total.
This implies that there will be a remnant of approximately Q5 thousand 900 million. By not using, that balance must return to the common fund of the Ministry of Public Finance (MINFIN).
Deputy Orlando Blanco, from the VOS bench, indicated that an initiative is prepared for those unjusta resources to continue to be used in 2026.
Still without formal proposal
Julio Héctor Estrada, president of the Finance Commission, explained that the matter is being addressed, although he acknowledged that it is a “difficult and complex” situation.
He explained that, in previous years, balances transfers depended on governmental agreements. However, some of those agreements were subject to amparos for unconstitutionality actions, which prevents repeating the same formula. Therefore, resources must be executed according to the current legal framework.
Another option would be to raise the budgetary roofs “projecting that a certain amount will be left” to finance the Codees.
“Yes, you can, but you have to do it in an orderly and well thought out, to prevent it from being unconstitutional or that the execution is entrusted,” he said.
From the technical perspective, the balance should be included in the 2026 income and expenses budget project, instead of creating a specific law.
In the expense proposal for next year that the minfin presents, the contribution to the CODEDES should be declared as extraordinary resources, and another amount as ordinary resources. In the Finance Commission a rule could be incorporated that provides how the remnant will be used, which would be the ideal scenario.
Estrada warned that financial imbalances could occur in the assignments to the Codedes, which could generate problems.
In the proposal for the 2026 presented in the open budget workshops, the CODEDES would have an allocation of Q4 thousand 300 million.
