1966: New Constitution establishes legal bases still in force
May 5, 1966 marked the return of the Congress of the Republic as a permanent legislative body, after the dissolution of the Constituent Assembly.

At 7:30 a.m. the last session of the Constituent Assembly began, with the attendance of 55 deputies, before being dissolved so that the Congress of the Republic could be installed. The event began with the reading of the minutes of the previous session and its approval, and then the decrees issued from September 15, 1965 to date were approved.
At 11:40 a.m. was the arrival of the head of government, Colonel Enrique Peralta Azurdia, who, dressed as a private citizen, entered accompanied by the deputies commissioned to assist him and the members of his General Staff.
Decree 1,593 of the Congress of the Republic was discussed and approved, by which the installation of that high body was declared, after which Mr. Fuentes Pieruccini, acting as president of the high legislative body and on behalf of the Republic of Guatemala, solemnly declared the Congress installed and the ordinary sessions of 1966 inaugurated.
Message from Enrique Peralta Azurdia
Colonel Peralta Azurdia read a message addressed to the deputies: “My government has the satisfaction of delivering to you the fundamental Charter that will make your legislative work possible and will govern a free and dignified life for the country. The fact that it comes into force today is highly significant, to wait, with fervor and faith, for the advent of a time of tranquility and well-being.”
Mr. Fuentes Pieruccini, before adjourning the session, called the deputies to the ordinary meeting for May 6, at 4 p.m., and declared the session closed.
The head of government retired with the honors of the ordinance and the national flag left the parliamentary premises, carried by a commission of three deputies, and at 12 hours and minutes everything was over. The reception that had been prepared was suspended due to the violent events that occurred yesterday and the kidnapping of two public officials.

On March 6, no one achieved the majority necessary for the Presidency. Congress was in charge of electing the next president: Julio César Méndez Montenegro, who governed from 1966 to 1970.
