Segeplan responds to Rafael Curruchiche after his statements for the “Red Quijivix” case

Carlos Mendoza, head of the General Secretariat of Planning and Programming of the Presidency (Segeplan), at a press conference this Friday, July 4 at the National Palace spoke on the capture of Melvin Quijivix and emphasized that the arrest is related to the complaint filed by the National Institute of Electrification (IND).

This indicated it after Thursday, Rafael Curruchiche, head of the Special Prosecutor’s Office against Impunity (FECI), at a press conference indicated that Mendoza filed a criminal complaint on November 5, 2024, which was assigned to the Pluripersonal Twelf Quijivix.

“The prosecutor yesterday insisted on mentioning the Segeplan when in reality the whole issue of yesterday’s capture was for the other complaint made by Inde,” said Secretary Mendoza.

“We put a complaint, not a complaint And this is a very important difference and for this I recommend reading the Criminal Procedure Code where it is explained in detail what is the difference between a complaint and a complaint and what are the implications of one or the other, ”said Mendoza.

He explained that Segeplan’s complaint was filed against the former president of the Republic Alejandro Giammattei for “abuse of authority, influence peddling and breach of duties”, and against former Secretary Keila Gramajo for “abuse of authority, influence peddling, but also for peculation by subtraction, illegal appointments, fraud and also for non -compliance with duties” for “abuse of authority, influence peddling, peculation for subtraction and breach of duties.”

On that complaint, according to Mendoza, the twelfth court resolved on February 20, 2025 that the Public Ministry (MP) had to investigate Gramajo and Quijivix, and Judge Wendy Yanet Coloma Álvarez ordered the investigating entity to continue investigations.

“The important thing about this is that it is the current status of this complaint that Segeplan made, As I said, they were not complaints, there were complaints both the one that put the Inde and the one segeplan ”he said.

He also rejected that there is obstruction in the process, stating that the MP has not made major requirements after a visit last January.

“We have not been required by the Public Ministry of Information after this resolution. The only visit we received from the MP was on January 8 of this year by a FECI prosecutor named Marvin Ordóñez, who came to inform that they would begin to request information, without so far any request for Segeplan by the MP has been received,” said Mendoza.

“It is false that Segeplan is not collaborating with justice. We were the complainants and we are the first interested in the MP to do their job, but we will not allow them to disinfect regarding our availability to be done justice, but based on the truth,” he said.

Segeplan’s complaint includes key documentation. “The whole issue was a letter that we showed them when we made the complaint, where the former secretary asks for the creation of the square and goes with the approval of the former president, a place that only served for this individual to go to Inde to do all the acts of corruption that are expressed and documented in the other complaint that the Inde made and that is the reason why he was arrested yesterday.”

Mendoza reiterated that the MP cannot claim a previous resolution of November 2024 to not investigate. “The Public Ministry cannot be excused in the November resolution to say that it has not investigated anything, because what is worth now is this resolution and this resolution orders the judge to the Public Prosecutor who investigates these two individuals,” he explained.

In addition, Mendoza explained that the MP mentioned an earlier document of November, which called “prior not resolved”, as an excuse not to advance, but that is no longer valid or valid.

“What is right now is this resolution,” he said in relation to the judge’s resolution in February.

He also criticized that the MP intends to delegate functions that compete. “It is striking, right? Because the investigating entity is moving the responsibility to find out the truth to entities that have no competence for criminal prosecution,” he said.

In his last intervention, Mendoza indicated that they initially “tried to create the position” and the National Civil Service Office told them that it was not possible.

“They insisted again, created a position for Doc for him, and onsec were approved why? Because he was already going with the president’s approval, and then there Onsec approved it. But this man never came to work,” Mendoza culminated.
