The nominating entities for directors of the Superintendence of Competition such as the Ministry of Economy (Mineco), the Monetary Board (JM) and the Congress established the score that will give to the candidates who meet experience requirements, academic studies.

These will form the first directory of the institution, and within other functions they will be in charge of the appointment of the first manager, and the subsequent ones.

The evaluation that the Mineco will do

The Mineco announced this March 26, 2025 the gradation or score table that will give the candidates in each aspect.

After carrying out a process qualification and evaluation process, the entity must transfer a list to the President of the Republic, Bernardo Arévalo, so that in the Council of Ministers, he assigns a titular director and a substitute.

According to the Ministry, the evaluation process is based on a score system of up to 100 points, distributed in the following criteria:

  • Academic Training: 10 points
  • Competition knowledge: 17 points
  • Ethical aspects: 8 points
  • Opposition test result: 40 points
  • Work plan: 25 points

The Ministry received 21 files. “This methodology ensures that candidates are selected based on their preparation, experience and ability to strengthen the institutionality and promotion of competition in the country,” said the entity.

The requirements of the Monetary Board

Meanwhile, the JM will evaluate these criteria:

  • Academic Training: 10 points (Master 5, Doctorate 5)
  • Competition knowledge: 20 points
  • Ethical aspects: 10 points
  • Opposition test result: 30 points
  • Work plan: 30 points

The JM received 32 files and will choose a director and a substitute.

The scores in Congress

In the case of Congress, the Economy Commission was in charge of receiving the files and also is responsible for the qualification process since it must present to the Plenary of that agency Congress the list with the six candidates with better grades so that it chooses a holder and a substitute.

The criteria are:

  • Academic Training: Maximum 15 points, in which the items are cumulative in a degree in general, specific degree in economics, legal and social sciences, industrial administration or engineering, mastery or doctorate.
  • Other academic merits: English language mastery at an advanced level, maximum of 5 points.
  • Public Administration Experience: The maximum note is 10 points, the items are not cumulative.
  • Competition experience: Maximum note 10 points. Experience as a university professor in competence or be the author of publications in competence; work or professional experience, different from university teaching in Guatemala or international level.
  • Work plan: evaluation carried out by the Commission of Economy and Foreign Trade of the Congress. Maximum note 10 points.
  • Opposition test result: Derived from the evaluation carried out by the specialized entity, maximum note 50 points.

This agency received 38 files, of which 36 passed the first review.
