The Kremlin said Friday, March 28 that the president of Ukraine, Volodimir Zelenski, has lost control of the armed forces and has used this argument to explain a proposal of the Russian leader, Vladimir Putin, to temporarily implement an external administration in Ukraine under the UN tutelage.
“The orders are not fulfilled, at least in regard to the cessation of attacks on Russian energy infrastructure. Attempts to attack them follow each other daily,” said the spokesman for the Russian presidency, Dmitri Peskov, in his daily telephone press conference.
Peskov added that if Ukraine has adhered to the energy truce and its direction has taught the corresponding orders, “it is clear that these are not being fulfilled.”
“However, an understanding (on the energy truce) was reached with US negotiators, and at present our armed forces continue to fulfill the order of the Supreme Commander (Putin),” he said.
At the same time, he warned that “of course the Russian part reserves the right to breach the truce if it does not meet the kyiv regime.”
“It would probably be illogical for us to fulfill and face attempts to attack our energy infrastructure facilities every night,” he said.
The Russian Ministry of Defense has been three consecutive days accusing Ukraine of violating the energy truce announced after the negotiations held this week with the United States in Riyadh.
“We observed the total lack of control of the Ukrainian armed forces,” insisted the spokesman for Kremlin.
According to him, “absolutely all the branches of the Armed Forces do not comply with the orders” of the country’s authorities.
Peskov made these statements after Putin suggested the need to implement an external transitory administration in Ukraine to carry out new presidential elections in that country.
The Kremlin representative said that the Russian leader has not addressed that idea or his American counterpart, Donald Trump, nor has he discussed in the Russian-American conversations at the expert level.

He insisted that, as Putin himself said, it is one of the possibilities of accelerating the arrangement of the conflict.
“As for the details, as you know, the president did not provide any details yesterday. And it is surely premature to talk about it,” said Peskov. EFE
