Health have announced that They will block for three days several points of the national territory to demand that the provisions of article 140 be fulfilled of the General Budget of Income and Expenditure of the State for Fiscal Year 2025. The blockages are announced for March 31, April 2 and 3.
In that sense, the portfolio issued a statement in which it reported: it is in force, since January 1, 2025, Law of the General Budget of Revenue and Expenditures of the State for fiscal year 2025, which in its article 140 empowers the Ministry to make budgetary readcations to finance salary and incentive increases and reclassify personnel.
Also to incorporate contractors to line 011 prioritizing seniority, and increase EPS scholarships to the current minimum wage.
He said that since January he has held multiple meetings with representatives of trade union organizations: National Union of Health Workers of Guatemala, National Union of San Juan de Dios, National Union of Nursing Workers of Guatemala and Multidisciplinary, such as other subsidiaries, subfilials and representatives of other unions.
He added that there have been meetings with the participation of the Private Secretariat of the Presidency, as well as various calls and citations made by deputies to Congress, expressing interest and demanding compliance with article 140.
According to health, in compliance with the principle of legality, the corresponding file to determine the feasibility of the increase has already sent to the Technical Directorate of the Ministry of Public Finance.
He added that they have received communications from different union groups that announce their intention to make systematic stoppages in the country as a measure of demand.
He affirmed in the communication that currently the collective conflict between Health and Ministry of Health is being known in appeal for the Fifth Chamber of the Court of Work and Social Welfare Appeals, whose resolution will be made known in due course.
He stressed that the dialogue will continue with the different unions.
They grant provisional amparo
He added that the third multiparsonal court of first instance of the civil branch of Guatemala, as amparo court, granted provisional amparo to the Ministry of Health by resolution dated March 28, 2025.
In the amparo it orders the National Union of Health Workers of Guatemala, as well as its subsidiaries, subfilials and sections at a national scale, to refrain “to carry out traffic closures, facilities shots, or stoppage of operational and administrative activities in health units, hospitals, vaccine wineries and other dependencies of the ministry, this to guarantee the right to health, request that will be expanded for any other organizations that will be expanded for any other organizations that will They disregard health services.
