The restructuring promoted by the attorney general and head of the Public Ministry (MP), Gabriel Garcia Lunareached in recent weeks prosecutors and officials who occupied strategic positions during the María Consuelo Porras administration.
The changes include appointments, transfers, dismissals and resignations in different departments of the institution.
Among the movements made is the appointment of Maura Elena Figueroa Salay as interim head of the Special Prosecutor’s Office against Impunity. Alfredo Solórzano was also appointed to the Prosecutor’s Office against Human Trafficking; Hassen Coy López in the Prosecutor’s Office against Transnational Crimes, and Dennis Cisneros in the Prosecutor’s Office against Tourist Crimes.
The future of Feci is one of the areas under review by the García Luna administration. On May 17, on his first day at the head of the MP, the attorney general announced that the prosecutor’s office would be subjected to a restructuring and that its authorities would have to be held accountable for their management.
In an interview with Prensa Libre, García Luna stated that the Feci faces a problem of credibility and public perception due to decisions made in recent years. However, he assured that the review does not imply dismantling the work carried out by the tax agencies, but rather evaluating their operation and determining a new structure for that unit.
“The brand can no longer be used as it is. So we do believe it is necessary for there to be a prosecutor’s office with those characteristics. It is not a simple name change, but we are evaluating the way to give it to them,” he stated.
The attorney general also indicated that the Feci review will include analysis of files, interviews with staff and internal reports, and warned that the determination of possible responsibilities could reach any official linked to decisions made within the institution.
Raúl Figueroa was transferred to the Anti-Kidnapping Prosecutor’s Office and Gilberto de Jesús Porres de Paz, husband of former Attorney General María Consuelo Porras, was assigned to the Palencia Municipal Prosecutor’s Office.
María Esther Guzmán was transferred to the Environmental Crimes Prosecutor’s Office; Freddy Santos, to the Economic Crimes Prosecutor’s Office, and Blanca Monzón was appointed to the Usurpation Crimes Prosecutor’s Office.
Dismissals in the MP
Sources from the Public Ministry consulted by Prensa Libre confirmed that on June 19, seven officials who held positions during the Porras administration were dismissed.
Cinthia Edelmira Monterroso Gómez was appointed Western regional head on June 2, but 17 days later she was dismissed.
Monterroso directed proceedings related to the capture of journalist José Rubén Zamora Marroquín, president of elPeriódicoaccused by the MP of money laundering. He also participated in investigations against Zamora Marroquín’s lawyers, former members of the defunct International Commission against Impunity in Guatemala (CICIG) and in judicial proceedings against the Semilla Movement.
The former prosecutor was sanctioned by the United States on charges of undermining democratic processes and participating in acts of corruption.
Another of those dismissed was Noé Nehemías Rivera Vásquez, section prosecutor of the Human Rights Prosecutor’s Office.
In 2023, Rivera Vásquez was included in the Engel List of the United States Department of State for allegedly undermining democratic processes and institutions.
During his administration, he promoted proceedings related to the investigation into the acquisition of the computer system for the Transmission of Preliminary Electoral Results (TREP) by the Supreme Electoral Tribunal. Among the actions carried out by that prosecutor’s office were requests for arrest warrants and operations linked to that file after the 2023 general elections.

Marilyn Solange Castillo Castillo, who headed the Administrative Crimes Prosecutor’s Office, was also dismissed.
Castillo was in charge of the investigation into the escape of 20 leaders from Barrio 18 from the Fraijanes 2 prison, which occurred in October 2025. As part of that case, he requested arrest warrants against former officials of the Ministry of the Interior for their alleged involvement in the escape of the inmates.
Carlos Roberto Tohom Escobar, deputy director of Operational Criminal Investigation of the Directorate of Criminal Investigations (Dicri), was also dismissed. Tohom Escobar has a history within the security forces. In March 2018, he was sworn in by the then Minister of the Interior, Enrique Antonio Degenhart Asturias, as Deputy Director General of Operations of the National Civil Police.
The other dismissed officials are Rocksy Gabriela Arriola López, tax agent of the Special Investigation Methods Unit; Lucía del Carmen Muñoz Herrera de Pérez, executive assistant 2 of that same unit, and Estuardo Arnoldo Zea Florián, deputy coordinator of Systems and Communications.
In addition, Óscar Sagastume Álvarez presented his resignation as director of Criminal Investigations, according to the sources consulted.
MP has not made the changes official
Free press requested a position from the Department of Communication and Press of the Public Ministry on the changes made in different departments of the institution.
That department, led by Carlos Zamora García, said it was unaware of the changes the new attorney general has made over the last month.
“At the moment, we still do not have official information regarding the movements made in the different prosecutor’s offices. As soon as we receive it, we will be happy to share it through this medium,” responded the institution’s press department.
