They resume for the third time the construction of overpass on the Roosevelt road

Through a statement, the Ministry of Communications, Infrastructure and Housing (CIV) reported that the suspension in the construction of the overpass located on the Roosevelt and 9A road. Avenida, zone 11 of the capital city, has risen, so, in accordance with the reactivation certificate, the work in the project restarted on Monday, April 21, 2025.

“As of today, the executing company takes up the work with total normality, and not only those of shelter that were carried out during the previous weeks, which gives continuity to this road of road infrastructure of great importance for urban mobility,” they said.

According to the CIV, the end of the contractual term is scheduled for December 22, 2025, and, through the Social Fund of Solidarity (FSS), reaffirms its commitment to “work with transparency, efficiency and responsibility to improve the connectivity and quality of life of the capital.”

FSS personnel and the supervisory company in charge of the project of the overpass of the Roosevelt road carried out a field verification this April 22 to verify that the works are resumed, in charge of the CEBCO company.

Leonardo Francisco Camero, FSS Operations Coordinator indicated that the physical progress of the work is 55 percent but at this time 49.94 percent are documented, the financial progress is 49.57 percent and the total amount is Q 44 million 956 thousand 501.

Andrés Estrada, monitor of the project delegated by the FSS, indicated that the work was suspended for a year and now corresponds to the construction company to carry out topographic studies and wait for the arrival of construction equipment and materials.

He pointed out that for this Saturday, April 26, foundry works will be carried out, although this will not affect traffic.

He also explained that a technical opinion was prepared to determine which materials, of which they were already in the place, are in optimal conditions. In that sense, he said that iron is in perfect condition to be reused, although part of the wood deteriorated. He stressed that it will be the company that must take care of these expenses, without increasing the amount of the work for the Ministry of Communications, Infrastructure and Housing (CIV).

Subsequently, the signage and foundry of the tracks will continue, which must be carried out within eight months.

Suspended work

In June 2024, not a month had elapsed since the works were resumed and the work was again paralyzed due to the breach of the company in charge of the supervision, not delivering an extension bond, according to FSS authorities.

On that occasion, FSS officials presented during a summons in Congress that the work was paralyzed because no project can be executed without supervision, and therefore had to manage that the CIV authorities appoint a temporary supervisor of the General Directorate of Roads (DGC).

In November 2023, the construction of the overpass was temporarily suspended because, according to the CIV, a galvanized iron pipe was detected between batteries 3 and 5, which transport water to areas 3 and 7, so that these conduits would be relocated and the works would take several weeks.

In addition, a collector was located under its location, so it was established that a structural design was necessary to move it without damaging the work. Meanwhile, work could not be continued.

The project consists in the construction of a structure on the roads Roosevelt and San Juan, with an estimated length of 350 meters.

This work is intended to directly benefit users of the sector, since it seeks to expedite mobility and reduce fuel expenses for motorists.

The Roosevelt serves as a connection between the Inter -American Route of the East and West, as well as the peripheral ring and the San Juan road. Around 120 thousand vehicles circulate on business days, according to data from the capital commune.

Therefore, parallel connections such as the 14 avenue in zone 11 that connects with the 10 avenue in zone 7, one of the most demanded, impacts the road when enabling the crossing, affecting for several minutes in the vehicular fluid. It even impacts the Liberation Boulevard, which is the most busy at the Central American level with a burden that exceeds 135 thousand cars per day, according to data from the Municipality of Guatemala.
