A package of five law initiatives related to infrastructure and modernization of current regulations in the areas of roads, ports, airports, transport and telecommunications will be analyzed in the Congress Communications Commission.

These are initiatives that also seek to attract investment and create a modern regulatory framework according to the needs that allow the development of the country.

An integral system

A document of the Communications Commission refers that the proposal will be presented in April in order to begin the necessary discussions and consensus among the various actors of the chain, the possible celebration of internal public hearings to formulate the corresponding opinions, as well as the viability of its approval at the time of some projects.

The first initiative is related to the creation of a specific framework for the hiring of public works. The idea is to create a state hiring system, shorten times, establishes transparency measures in road contracts, ports, airports and emergencies within the road system. In addition, that an immediate exit is provided to the current system in which it is, according to the proposal.

The second initiative is related to the modifications and update of Decree 93-2000, which is the Civil Aviation Law, before 2001, and during that period the regulations around the world have been modified and modernized and in which part of the commercial aviation depends on the Federal Aviation Administration (FAA).

Port infrastructure

The third proposal is aimed at the General Law of Ports, and there is the antecedent of the approval of Decree 26-2024, which is the law of the designated authority of the port system, in which said entity is obliged to present in a period of 180 days (six months) a proposal of the General Law of Puerto.

“Port efficiency must be promoted, as well as encourage private investment through the clear regulation of licenses and the creation of specialized ports or springs that respond to the needs of the country,” says the exhibition document.

“An investment attraction and economic development plan has been prepared, which has been identified in the commission that identify three key axes, road infrastructure, greater efficiency in ports and airports and generation of electricity.
