“For this reform to be approved, it is necessary to reach an agreement between the majority of the blocks and find the common points to reach these agreements. We are clear about the exemption from the IUSI for people over 60 years of age, as well as the first home that is acquired through credit. We hope to continue moving forward and on Monday we will continue with this work table,” said Ramos.
Deputy Inés Castillo, head of the National Unity of Hope (UNE) bloc, He indicated that, in addition to the amendments cited by Ramos, other aspects have also been agreed upon, such as the repeal of the Capital Income Tax, as well as raising the investment criteria of the IUSI that is collected by the municipalities.
“This table is also planning to repeal the Capital Income Tax, which is 10% for all Guatemalans who have built real estate and who 20 years ago bought a home that cost Q300 thousand and is now worth Q2 million. They must pay 10% to that million 700 thousand that was increased, what we are proposing is to repeal that tax and have it remain at zero, there is already consensus. And it is also being proposed to raise the investment criterion, from 100% of the IUSI are proposing that 80% in the municipalities be so that they can solve water, garbage and drainage problems. These are the political agreements for the reform,” Castillo stated.
The first secretary of Congress, Juan Carlos Rivera, also indicated that A proposal is being agreed upon so that widowed women can also be exempt from the tax. Likewise, he confirmed that it is expected that the reforms to the IUSI can be approved in the first week of June.
“We are working on multi-party amendments so that this law is truly beneficial for Guatemalan families. Another proposal is that businesses such as shopping centers, offices and warehouses that are properties that are dedicated to commerce continue paying 9 per thousand” stated Rivera.
