The first decision of Walter Mazariegos in his second period as rector of the University of San Carlos de Guatemala (Usac), was to name his trusted team, receiving the support of the Higher University Council (CSU), which approved the appointment proposals.
The positions were approved by the majority of CSU members who voted in favor of those proposed by Mazariegos, who began his second term as rector of the Usac on July 1, from 2026 to 2030.
Mazariegos took possession without having a Temporary Certificate of Non-existence of Claim of Charges, a document known as a settlement. The reason is complaints presented to him by the Comptroller General of Accounts (CGC).
Some members of the university opposition and deputies warned that not having this document made him unsuitable as a candidate for rector on April 8, reaffirming that without this proof he could not take office this July 1 either.
CGC sources explained that Mazariegos still does not have a settlement, since he did not present legal actions or review requests that will seek to force the entity to issue him the document.
For its part, a source close to Usac explained, under condition of anonymity, that the university authorities did not include a severance payment among the requirements to apply for the position of rector.
Furthermore, the source explained that the laws and regulations of the USAC do not contemplate the requirement of this document to be able to participate in electoral events or assume different positions at the university.

The inauguration of Mazariegos for the new period took place around 7 a.m., where the rector signed the minutes in the company of some university authorities, thus beginning his new management.
The appointments
One of the men most trusted and closest to Mazariegos is Luis Fernando Cordón Lucero, who was once again appointed as general secretary of the Usac.
According to oversight organizations and the opposition of Usac, Dignidad y Resistencia (Usac-DIRE), Cordón assures Mazariegos of a direct link with the chief magistrate of the Constitutional Court (CC), Julia Rivera, whose husband he was.

The CSU voted in favor of Rivera, who has participated in the latest decisions related to Usac without making excuses for possible conflicts of interest, supporting Mazariegos’ continuity with his votes.
But other appointments made are aimed at controlling USAC’s finances and its own internal audit system, along with other administrative positions.

Changes in Law
Also this July 1, the CSU approved the election in the Faculty of Legal and Social Sciences, for an upcoming inauguration of the professional who was elected Member III of the Board of Directors of that academic unit.

The professional who assumes the position is Neto Velásquez, who was the winner with the Adelante Derecho movement, similar to the current dean of the faculty, Henry Arriaga.
The one who leaves the position of Member III is Herlmer Reyes, who was in the position with the support of Platform of Professionals for Law and United for Law, linked to the former rector, Estuardo Gálvez.
