He Regulations of the Number Portability Law in Telephony Services took a new step in its approval process after the Attorney General’s Office (PGN) sent the file with its opinion, the July 3to the Telecommunications Superintendency (SIT) and to Ministry of Communications, Infrastructure and Housing (CIV).
The Number Portability Law was published on November 28, 2025establishing that the SIT had two months to issue the corresponding regulations.
However, in May, Herbert Rubio Morales explained to deputies that the development of the regulation began in December 2025, but its content has been modified during the process due to the reviews carried out by different State institutions, including the PGN.
The PGN explained that after this it should no longer return to the PGN but should be referred to the General Secretariat.
CIV will analyze the recommendations
During a summons in Congress, on July 6, the vice minister of Communications, José Raúl Solaresreported that the CIV received the PGN report and that in the coming days it will evaluate the recommendations contained in the opinion.
He explained that, once the analysis is completed, the corresponding adjustments will be made to the regulations before continuing with the process for its approval. He did not specify how long this stage could take.
The SIT will supervise the implementation
For his part, the superintendent of the SIT, Herbert Rubio Moralesexplained that the application of the Number Portability Law of Telephony will be in charge of the telephone companieswhile the institution will act as a supervisory body and will be part of the portability committee.
As indicated, the function of the SIT will be to verify compliance with the regulations and supervise the operation of the system once it comes into force.
