This week three of the 27 positions will be defined in the Nomination Committee for Comptroller General of Accountsa process that, according to organizations consulted by Free presskeeps union leaders and political operators active who seek to occupy those spaces of power.
This July 15, one of the rectors who make up the Rectors’ Forum will be elected president of the nomination committee. Whoever is elected will be responsible for coordinating the calls for work sessions and may propose the headquarters where the process will take place.
On Friday, July 17, the College of Economists, Public Accountants and Auditors and Business Administrators (CCEE) will elect two other members of the commission, positions for which five slates are competing.
The Comptroller General of Accounts (CGC) will have a leading role in the 2027 general elections because it issues the temporary certificate of non-existence of claims for charges – known as settlement – an essential requirement for the registration of candidates.
The law establishes that the Nomination Commission is made up of 27 members: 13 deans of the faculties of Public Accounting and Auditing, a president elected by the Forum of Rectors and 13 union representatives, of which two correspond to the CCEE and 11 to the College of Public Accountants and Auditors of Guatemala (CCPAG).
Due to the importance that the comptroller’s office will have, union organizations with the support of operators and political leaders seek to capture the largest number of votes from the professional associations, according to different supervisory organizations.
Although the CCEE has two positions for commissioners, there are five lists registered for Friday’s contest, which confirms the interest in the process, says Carmen Aida Ibarra, director of the Projusticia Movement.
“This means that there is a lot of money to finance the campaigns of each slate, as always, it is not known who is giving the contribution,” he commented.
The candidates
The supervisory organizations did not receive the information from the professional association at the end of the registration of forms, as is usually common in this type of elections.
The data was obtained by monitoring the social networks of the five union movements, in which the two candidates for commissioners of each one were identified.

Reliable sources, who prefer not to be cited, identify some operators and potential candidates linked to each of the lists who hope to gather the greatest number of votes.
Form 1, CPA, is linked to Walter Mazariegos, rector of Usac; Duay Martínez, deputy for Quetzaltenango elected by Vamos; and Nora Segura, former Comptroller General of Accounts.

The sources consulted also link form 2, Group of United Professionals, with workers from the Comptroller General of Accounts (CGC); form 3, Professional Unit (UP), with personnel from the Superintendency of Tax Administration (SAT); form 4, Integrity and Development (ID), with Carlos Mencos, former Comptroller General of Accounts and former deputy of the National Unity of Hope (UNE); and form 5, with former CGC collaborators.
Power quotas
In Ibarra’s opinion, union leaders and political operators will seek to secure spaces so they would be willing to grant financing to their favorite candidates.
“We have heard that the participation of the rector Walter Mazariegos and his allies such as businessman Gustavo Alejos and deputy Duay Martínez who was elected by the Vamos party is being encouraged. Deputy Allan Rodríguez is also mentioned,” he said.
Deputy Duay Martínez, representative of Quetzaltenango, denied having any impact on the commissioner election process. He assured that he is not participating in this stage and recalled that, as a deputy, he will intervene only when Congress receives the list of six candidates, while the current process corresponds to the union groups of the professional associations.
Guatemala Visible has not been able to identify direct links between the payrolls and possible operators. In addition, he stressed that it has been complex to obtain information about the registered candidates from the school itself..
“It is essential to determine whether there are structures or operators with the capacity to influence the election. Rather than anticipating conclusions, our interest is to observe who is elected and how representation is ultimately configured within the nomination committee,” they point out.
Although there is no individualized statement, Pablo Muñoz, from Alianza por las Reformas, assures that there is interest from political groups in achieving co-option of the CGC.
“Unfortunately, the result is uncertain for the next Nomination Commission. There is evidence that the deputies and union groups, as well as a block related to Walter Mazariegos in the universities, would have a direct interest in ‘controlling the comptroller’ and, with it, the budget execution of countless institutions and the possibility of vetoing candidacies for 2027,” he said.
The College of Public Accountants and Auditors of Guatemala (CCPAG) will elect 11 commissioners on August 6. Until now there is no official list of the registered payrolls.
They will define presidency
Fidel Reyes Lee, current president of the Rectors Forum, committed to holding a public election this July 15 and assured that the media and organizations will be able to witness the voting of the academics.
The 17 rectors of the country’s universities must elect the president of the Nomination Commission. Of them, only Reyes Lee will not be able to run for office because he is an acting deputy, elected by the National Welfare (Bien) party.

Last week, the Rectors Forum agreed that the election would be by roll call vote, a mechanism by which the rectors will be able to propose their candidate and, if the candidate accepts the nomination, it will be put to a vote.
A few weeks ago, sources consulted by Prensa Libre indicated that Walter Mazariegos, rector of the University of San Carlos (Usac), would seek the presidency of the commission. However, sources close to the process assure that the consensus now points towards another academic.
A similar situation occurred during the integration of the Nomination Commission for the election of magistrates of the Supreme Electoral Tribunal (TSE), when, at the last minute, the majority of rectors broke the consensus and elected a rector who later joined the block similar to Mazariegos during the voting.
They stand out
Through a video broadcast on the Usac social networks, rector Walter Mazariegos assured that he will only vote in the election of the president of the Nomination Commission, which would leave aside a possible intention to seek that position.
“On July 10, the rectors met and the issue was discussed. In the case of Usac, we were summoned by the Congress of the Republic to elect the president of this commission. We will be there on July 15 and, in the case of San Carlos, we will only attend to vote,” Mazariegos said.
According to Mazariegos, there are three rectors interested in the position. One of them would have even expressed his intention during the last meeting of the Rectors’ Forum.
