The Second Chamber of the Court of Appeals revoked the resolution of the Seventh Criminal Sentencing Court that granted house arrest to Jorge Santos Neil, former IT director of the Supreme Electoral Tribunal (TSE).
Santos Neil will face trial in the Semilla Corruption case, for the crimes of abuse of authority for electoral purposes and breach of duties.
The Chamber gave rise to the appeal presented by the Special Prosecutor’s Office against Impunity.
The legal appeal was filed considering that Judge María del Carmen Zamora’s decision could have repercussions on the proper development of the criminal process and the application of justice.
On September 9, 2025, the judge in charge of the process decided to grant house arrest in favor of Santos Neil; However, after the Court’s resolution, he must comply with it and send him back to prison.
The hearing to comply with the Court’s order was scheduled for this Friday, May 22, but it was postponed because the resolution of an amparo filed against that decision is pending.
