Government classifies information on the construction of the El Triunfo prison in Izabal for seven years

The Government classified as reserved the information related to the agreement for the construction of the El Triunfo maximum security prison, in Morales, Izabal, according to a resolution published this Friday, May 22 in the Diario de Centro América.

The measure was made official by the Ministry of the Interior through Ministerial Resolution 000290, in which the “Specific Interinstitutional Cooperation Agreement between the Ministry of National Defense and the Ministry of the Interior for the construction of a maximum security sentence enforcement center by the Army Corps of Engineers ‘Lieutenant Colonel of Engineers and Engineer Francisco Vela Arango’ is declared under reservation.”

According to the document, the reservation will be valid for seven years and covers the entire agreement signed on March 25, 2026.

The Government argued that disclosing the information could cause “serious harm or damage” to the actions related to the construction of the prison center, because it would expose aspects related to prison security and make it easier for criminal groups to identify vulnerabilities in the project.

The resolution indicates that the dissemination of the information could put the construction of the maximum security sentence enforcement center “at high risk” and affect crime prevention, investigation and prosecution strategies.

The agreement also establishes that the authorities responsible for safeguarding the documentation will be the Administrative Subdirectorate of the Directorate of Administrative and Financial Services, the Planning Directorate and the General Directorate of the Penitentiary System.

In the same edition of the Diario de Centro América, Government Agreement 78-2026 was also published, through which the Ministry of Public Finance accepted in favor of the State the donation of the property where the prison is planned to be built.

According to the agreement, the property was delivered by the National Council for the Administration of Assets in Forfeiture and is located in the lot called Las Quebradas, in Morales, Izabal.

The property is registered in the General Property Registry of the Central Zone under number 3737, folio 78 of book 45 of Grupo Norte and was valued at Q66.5 million.

The agreement adds that the property will be attached to the Ministry of the Interior to support the jurisdictional functions of that portfolio.

The land was confiscated from a drug trafficker who was later extradited to the United States, according to official information previously released by the authorities.

The El Triunfo prison project has been promoted by the Government of Bernardo Arévalo as part of its strategy to combat criminal structures and gangs; However, the construction remains stopped due to a judicial protection.
