Five companies submitted offers to supply the first batch of vehicles that the National Civil Police (PNC) seeks to acquire to reinforce patrolling, personnel transportation and operations against organized crime.
The purchase was proposed “due to the lack of police units intended for patrolling and mobilizing police personnel within the national territory,” details the Ministry of the Interior in the bidding rules.
The documents presented in Guatecompras show that Continental Motores, SA, was the company that offered the largest number of vehicles, participating in five of the nine categories included in the contest. For its part, Grupo Q Guatemala, SA, presented the lowest offer, since it can only provide the 400 pick-up type patrols required by the institution.
The contest is part of the first batch of vehicles that the Ministry of the Interior intends to acquire for the PNC. It includes 400 pick-up patrols, 50 agricultural trucks, 20 buses for 30 passengers, 60 minibuses for 15 passengers, 12 buses for 48 people, 30 panel vehicles, 12 crane trucks, a towing crane truck and two military-type armored tactical vehicles.
According to official planning, the vehicles must be delivered within a maximum period of six months – 180 days -, except for cranes and armored vehicles, whose delivery must take place between nine and 12 months after the award.
The purpose of the vehicles, according to the institution, is “to strengthen the work aimed at preventing and combating organized crime and thus provide tranquility and protection to the Guatemalan population, strengthening the PNC,” details the contest.
The competition for patrols
Three companies submitted offers to supply the 400 pick-up patrols, although of different brands.
Grupo Q Guatemala proposed Chery Himla vehicles for Q267,139 each, for a total amount of Q106.86 million.
Continental Motors offered Volkswagen Amarok vehicles for Q355 thousand each, with a total amount of Q142 million.
Cofiño Stahl y Compañía SA proposed Toyota picops for Q357,589 per unit, equivalent to Q143.04 million.
Volkswagen bets on buses and cranes
Continental Motors was the company that participated in the most categories of the contest. The global amount of your proposal amounts to Q205.04 million.
In addition to the patrols, it offered 20 buses for 30 passengers brand Volkswagen 11,180 for Q24.38 million; 12 buses for 48 passengers Volkswagen 18.320/S for Q26.38 million; 12 Volkswagen Delivery 9,170 crane trucks for Q9.09 million and a Volkswagen 33,460 towing crane truck for Q3.18 million.
Toyota competes in four categories
Cofiño Stahl submitted offers for four lots. The total value of your proposal reaches Q209.22 million.
The company offered 50 Toyota agricultural trucks for Q26.91 million, 60 Toyota minibuses for 15 passengers for Q27.06 million, 30 Toyota panel vehicles for Q12.22 million and the 400 pick-up type patrol cars for Q143.04 million.
Foton compete for minibuses and panels
Changhe Motors submitted bids for three categories.
The company offered 60 Foton minibuses for 15 passengers for Q20.1 million and 30 Foton panel vehicles for Q10.05 million.
Two offers for military armored vehicles
The competition to acquire two military-type armored tactical vehicles received two proposals.
Changhe Motors offered Jericho Defense Vehicles on Hummer chassis with armor for AK-47 projectiles for Q5.5 million each, for a total of Q11 million.
For its part, Tactical Group presented an offer for Tirrier-MLX armored vehicles for Q7.74 million each, equivalent to Q15.49 million.

The purchase of a thousand patrols canceled
The process occurs after the PNC annulled the award to acquire a thousand patrol vehicles in September 2025, after an inconsistency considered insurmountable was detected in the documentation presented.
