With the change, the process for registering used vehicles went from 13 to 5 steps, reported the Superintendent of Tax Administration, Werner Ovalle.

The previous steps included filling out the form, paying import taxes, making payments online or in banks, meeting other requirements, scheduling an appointment through the Virtual Agency and going to one of the SAT offices or agencies at two points in the process, until registering in the system. The process could take more than a month.

However, now the five steps are:

  • Fill out the application from the Virtual Agency
  • Generate and pay the corresponding forms
  • Submit the request; In this step, the system performs validations and generates an electronic file
  • Pick up the plates at the nearest SAT service point
  • Print electronic badges from the Virtual Agency

In addition, it was reported that the importer of used land vehicles will be able to register online from this date.

Badge replacement

The process for replacing land vehicle badges required nine steps, but is now reduced to four:

  • Fill out the application from the Virtual Agency
  • Generate and pay the corresponding forms
  • Submit the request; the system performs validations and generates an electronic file
  • After the application is approved, the new badges can be printed from the Virtual Agency

Replacement procedures can be: replacement of license plates, card and certificate of ownership, as well as updating paper plates.

The SAT ensures that the application for each procedure can be completed in five minutes and explains that the new modality generates electronic files, which optimizes the information available in its systems to speed up the validation of requirements.

Payment of road tax

Less than two months before the deadline to pay without fine the tax on the circulation of land vehicles (ISCV), corresponding to 2026, on July 31, the SAT has received payment for 2.2 million units, which represent 33.1%.

Ovalle announced that the vehicle fleet as of June 9, 2026 is 6 million 675 thousand 706 units in circulation, which includes 3.4 million motorcycles, 2.8 million private vehicles and 426 thousand commercial vehicles.

To that date, Q573.5 million have been collected by ISCV, which represents 38.4% of the annual goal of Q1,495.13 million.

Collection as of May and projection for 2027

Ovalle also announced that the accumulated tax collection from January to May 2026 reached Q50,308.3 million, a figure that represents an execution of 101.9% with respect to the goal for that period. Compared to the same period last year, it reflects a year-on-year growth of 8.2%.

Meanwhile, the total collection projection proposed for 2027 by the Tax Administration is Q130,956.3 million, stated the Mayor of Collection, Érick Echeverría Mazariegos. In total, for the central government it would be Q131,635.9 million, which includes the sum of what was collected by the SAT plus the items received by other entities.
