The death of a man, which occurred during an operation by the United States Immigration and Customs Enforcement Service (ICE) in Pennsylvania, has gained relevance after images from a surveillance camera were released showing how the intervention took place and the moment in which an agent opened fire on the vehicle in which he was traveling.
The recording, released by the media Americanshas given rise to questions about the actions of the agents, when contrasted with the official ICE version. In addition, former police chiefs consulted by CNN analyzed the procedure and pointed out tactical aspects that, in their opinion, could have influenced the outcome of the operation.
How the event happened
Images from a surveillance camera recorded the operation carried out on July 1 by agents of the United States Immigration and Customs Enforcement Service (ICE) in Pennsylvania. The video shows that, despite the officers blocking the passage of a van with official vehicles, the driver managed to escape and one of the agents shot when the car was already leaving the scene, a sequence that has raised questions about the actions of the agents.
According to the video, broadcast by CNN and obtained by television station WGAL, the event occurred during the early hours of July 1. A vehicle without ICE markings was placed in front of the SUV to prevent its passage, while another car closed the exit from the rear.

According to the reconstruction carried out by American media, the citizen was driving in a white van when an unmarked sedan blocked his path and a second vehicle was located behind him, leaving him practically without the possibility of maneuvering.
The images show that several agents got out of the vehicles wearing identification vests and repeatedly ordered the driver to abandon the truck. When there was no response, one of the officers broke the window of the vehicle. Seconds later, the driver accelerated, found a space on the right side to escape and, during the maneuver, grazed the car that remained in front of him.
As the truck drove away, one of the officers fired his firearm. The vehicle continued traveling until it hit a parked car, according to the recording.

The ICE version versus what the video shows
The official ICE version differs in some aspects from what is seen in the images.
In a statement, the agency said that the driver, who had a criminal record for assault, hit and run, as well as a domestic violence incident, used his vehicle “as a weapon” when ramming a police unit during the operation. He also indicated that one of the agents fired before the suspect managed to escape.
However, the analysis carried out by CNN, with the support of former police chiefs, maintains that the video raises questions about that version. Although the images show that the truck makes contact with the ICE vehicle as it escapes, specialists consider that the impact seems to correspond more to a side collision than a deliberate attack.
Furthermore, the recording shows that the shot was fired when the vehicle was already moving and moving away from the agents, a detail that, according to experts consulted by CNN, raises doubts about whether an imminent threat existed at that time that justified the use of lethal force.
The specialists also questioned the way in which the operation was carried out, including the decision to block the vehicle from the front, the position occupied by the agents during the intervention and the moment in which the firearm was used.
At least 10 deaths during immigration operations
The Telemundo network reported that, since the beginning of President Donald Trump’s second term, at least 10 people have died during operations related to ICE.
There have been at least three incidents so far in July and, since then, other fatal incidents have been recorded during immigration operations.
So far in July 2026, three events have been recorded apart from what happened in Pennsylvania, including the death of the Colombian Joan Sebastián Durán Guerrero and the Mexican Lorenzo Salgado Araujo.
One of them occurred on July 7 in Texas, where a migrant died after being shot by an immigration agent. The other was recorded on July 14, when a Mexican migrant died after being run over while fleeing from immigration authorities.
In both cases, ICE maintained that agents acted in self-defense or to protect public safety, although investigations continue.
Former police chiefs question ICE tactics
Two former chiefs of the New York Police Department consulted by CNN agreed that the images of the operation in Pennsylvania show deficiencies in the way the arrest was carried out.
Kenneth Corey stated that the vehicle used to block the truck was placed in an ineffective position and that this allowed the driver to escape. For his part, Rodney Harrison maintained that, according to what the video shows, the use of the firearm did not seem necessary because the vehicle was already leaving the scene.
Both pointed out that there are procedures and tools to reduce the risk during this type of intervention, such as devices to deflate tires or containment techniques that avoid exposing agents and reduce the possibility of resorting to lethal force.
The former officials attributed these situations to the change in ICE’s strategy, which in recent months has increased the arrests of people during vehicle checks. As they explained to CNN, this type of operations requires continuous training and specialized practice, preparation that, in their opinion, many agents have not received sufficiently after the agency’s change in focus.
