The candidate for Comptroller General of Accounts has 11 vacancies that will be defined in the elections of the College of Public Accountants and Auditors of Guatemala (CPA), which brought together 121 candidates.
This is according to data from the CPA Electoral Tribunal, which notified last week the registration of 11 lists, with 11 candidates each, union groups that have already activated on social networks to request the vote of the accountants.
Gustavo Sánchez, president of the CPA Electoral Tribunal, explained that the college has just over 20 thousand members, professionals who will have to go to the polls for the election of 11 commissioners on August 6.
“The process has begun in an important way since June 18 with the call. There was interest on the part of the members, this was manifested because 11 files were received from the same number of groups,” he said.
Additional information was required from all union organizations that submitted their forms to resolve some doubts about the registration process, where all of them managed to overcome the queries and remain registered.
“The process concluded on Friday, July 17. That same day, somewhat late, they were notified at the same time, it was a mass notification, we take care of the principle of equality,” Sánchez remarked.

They ask for transparency
The task of the candidate who is in the integration process will be to call the candidates seeking to direct the Comptroller General of Accounts (CGC), make a list of the best six candidates and send it to the Legislature.
The renewal of this institution takes place months before the future call for general elections in 2027, which the Supreme Electoral Tribunal (TSE) plans to hold on Friday, January 22.
The CGC, in addition to taking care of the proper management of public funds, issues the temporary certificate of non-existence of claims for charges, known as settlement, which is essential for future electoral candidacies.
Due to the weight that the CGC has in the electoral event, some groups linked to dark structures will seek to influence the renewal process, according to the different social observers who ask the CPA for a transparent process.
“We must remember that this designation, although only a group of graduates has the right to vote, the issue and the position they are going to integrate is of national interest,” recalled Pablo Alejandro Solórzano, from Alianza por las Reformas.
Different sources attribute that one of the actors who would be seeking to influence the change of Comptroller General of Accounts is Walter Mazariegos, rector of the University of San Carlos de Guatemala (Usac).
Mazariegos has charges of possible fraud in the election of rector; It has about 17 active complaints before the Public Ministry (MP); and there is no settlement for charges formulated by the CGC itself.
“In environments where there is darkness in the way the issues are dealt with, it makes it very permeable for groups with specific political interests to calmly intercede in the second-degree elections, which the people themselves hardly know about,” said Solórzano.
They recommend informing
Pablo Guerra, coordinator of Citizen Participation of the National Civic Movement (MCN), said that in all the second-degree election processes they have seen some weaknesses in the professional associations.
“There is weak governance because the colleges do not apply publicity to their electoral processes, so, by having weak transparency mechanisms, it weakens the electoral process, now specifically the Comptroller General of Accounts,” Guerra said.
He recommends to the CPA that all information about the process be public, informing not only the members, but the population in general, who are the professionals seeking to be commissioned for the candidate for comptroller.
“The lack of official information should not be an administrative problem, it is part of a deep problem of schools that do not live up to the institutional weight that the law gives them,” he indicated.
Like Solórzano, he considered that not having clear information can encourage dark groups to invade the postulator. “The lack of information could favor some closed negotiations, because not knowing who is competing opens the door to negotiations between union sectors.”
This nomination committee will be chaired by Miquel Cortés, rector of the Rafael Landívar University (URL); He is accompanied by the deans of the faculties of economic sciences; and 13 representatives of graduates, two from the College of Economists, Public Accountants and Auditors and Business Administrators (CCEE) and the 11 from the CPA pending to be elected.
Ensure transparency
The president of the CPA Electoral Tribunal said that the process they have done for the renewal of the CGC has been transparent, and that they have not previously published the lists of candidates in elections of this type, but that it is something they could consider to improve the process.
“This procedure has never been had, we do not plan it, but we will come to an agreement with those who manage the platforms and we could make them public,” he said.
Regarding the organizations’ questions about the transparency of the CPA, the president defended the work done to date, highlighting that they are an open-door institution.
“We have had a very transparent process, we received files, it was the same for everyone, there is no competitive advantage for anyone. All those who are going to participate must participate openly if they meet the requirements. On our side there is total transparency, perhaps they are perceptions, but as the Electoral Tribunal I say with certainty that there is total transparency,” he concluded.
The candidates
Although on social networks at noon on July 20, only two of the 11 forms had their candidates listed on social networks, authorities of the CPA Electoral Tribunal shared all of the 121 candidates for commissioners for the candidate for head of the CGC.
