The Ministry of Communications, Infrastructure and Housing (CIV) reported on Tuesday, April 22 that he appointed the civil engineer José Juan Isupe Ibañez as the new director of the Executing Unit for Road Conservation (COVIAL).
According to the CIV, the official has extensive experience in civil engineering and in the execution of road projects.
He added that Istupe Ibañez is a graduate of the University of San Carlos de Guatemala and has a closing of the Master in Engineering Geotechnics of the same house of studies.
In addition, he has been an instructor, lecturer and laboratory in soil and asphalt mechanics, as well as a professor at the Faculty of Engineering of said University, where he has also participated for 15 years in the Engineering Research Center.
Since 2014 he has been a representative in various positions before the Institute of Asphalt of Guatemala, in addition to accumulating experience in the execution and supervision of road projects and quality control, said the CIV.
The engineer Isupe Ibañez was selected by Minister Miguel Ángel Díaz Bobadilla de la Terna de Professionals presented by the Advisory Council, after a technical and thorough process through which the knowledge and experience accredited by the candidates for this important position were analyzed.
He indicated that the ministerial authorities have entrusted to the official the mission of recovering the raison d’être of this executing unit and redoubled the efforts that allow the correct and efficient operation of the road maintenance programs.

The CIV recalled that this appointment adds to the recently carried out in the Technical Sub -Directorate, by Cristian Antonio Figueroa Rodas, “who have received the total support in the process of revitalization of the dependency capabilities, which has an impact on the recovery and maintenance of our roads for the benefit of the people of Guatemala.”
On April 8, the CIV confirmed the dismissal of Mónica Gabriela Cueto López as interim director of Covial.
On the 14th of the same month, Minister Miguel Ángel Díaz Bobadilla expanded details of the subject during a press conference at the National Palace.
In his virtual speech, the official indicated that Cueto López was dismissed for being directly responsible in the delay of the upload of events for road maintenance.
