The report also highlights the execution percentages of each of the ministries and government agencies. In this context, the Ministry of Education (Mineduc) is the one with the highest budget execution so far in 2025, since, of its current budget Of Q25,529 million, it has executed more than Q18,330 million, equivalent to 71.80%.

They are followed by the Ministry of Social Development (Mides), which has executed more than Q1,878 million – 67.59% of the Q2,779 million allocated; the Ministry of Defense, which has executed Q3,281 million, equivalent to 67.48% of its budget of Q4,863 million; the Labor portfolio, with Q1 thousand 275 million executed out of Q1 thousand 914 million (66.61%); and the Ministry of Health, which has executed 65.34% of its budget of Q15,199 million, equivalent to more than Q9,931 million.

Three ministries below 50%

In contrast to these five ministries that show the highest levels of execution, there are other portfolios that have not reached 50%. These are:

The Ministry of Culture and Sports, With a budget of Q959 million 831 thousand, it has executed more than Q415 million, equivalent to 43.27%. In the opinion of Delfino Mendoza, analyst at the Development Foundation (Fundesa), it is understandable that portfolios such as Education have a high percentage of execution to date, since more than 50% of their budgets are allocated to operation, in particular to the payment of salaries of teaching staff hired at the national level.

According to data from the Mineduc, In 2025 there are more than 135 thousand teachers hired in line 011, and more than 27 thousand in line 021. In total, the official sector has 158,566 teachers in different budget lines.

However, the situation is different in portfolios such as Communications, which is in charge of 15 units dedicated to different areas, according to the expert. With an execution of only 41.7% as of September, Mendoza explains that “the investment budget is where the difference is greatest,” registering only 35.47% execution. He cites as an example the low execution in the Road Conservation Unit (Covial) and the Social Solidarity Fund (FSS).

“Covial, with a budget of Q1,473 million quetzales, has only executed 34.65%, while the Social Fund, with Q953 million, presents an even more critical execution of 22.19%,” says Mendoza, who also points out that, if “these institutions have a low execution, that affects the total execution of the Ministry.”

The situation in Covial is particularly worrying because the contracts are just starting, because the contracting process took a long time, and this delay has generated minimal departmental executions, such as the works in Retalhuleu, with 0.5%, and in El Progreso, with 4.55%.”

Regarding the total execution of the Ministry of Communications at the end of 2025, Mendoza projects that “with luck we would be saying, perhaps, in the order of 65%” of annual execution, but warns of serious implications due to low spending.

“This translates into little physical execution of the projects and the deterioration of the roads continues to worsen. directly affecting the population with higher vehicle operation costs and social discontent due to the deterioration of the roads,” he points out.

The Minister of Communications, Miguel Ángel Díaz, acknowledged last Wednesday before the Congressional Finance Committee that The budget execution of its portfolio reaches only 41% as of September 2025, but he assured that it is projected to close the year with 81.47% compliance.

Despite the challenges, Díaz maintains an optimistic projection, based on the technical review of progress and the acceleration of processes to avoid “bottlenecks” that prevent the execution of the funds.

He also highlighted progress in units like Covial, which, according to what he stated, has awarded 394 bidding and quotation processes for Q2,151 million, and assured: “Last year, as of this date, there were no current projects to provide attention to the country’s road infrastructure. Today we have current projects.” He also stressed that these contracts allow us to address road emergencies at the national level.

Among the units with the least execution, he mentioned the Vice Ministry of Urban Development (30.3%) and State Buildings (29.6%), although he emphasized the heterogeneity of the 15 executing units. “We cannot compare what one unit is doing with what another is doing,” he assured, and indicated that the Social Solidarity Fund (FSS) and the Housing Fund, which represent 30.71% of the budget, project an execution of 74.87% in December.
