The Constitutional Court (CC) granted this Tuesday, June 30, provisional protection to the University of San Carlos of Guatemala (Usac) and ordered the Ministry of the Interior to maintain surveillance and security measures around the perimeter of the central campus, on the eve of the inauguration of Walter Mazariegos as rector, scheduled for July 1, amid questions about the legality of his re-election.

The resolution was issued on June 30, 2026 within file 5782-2026, promoted by USAC against the Ministry of the Interior.

As a provisional measure, the highest constitutional court ordered the Minister of the Interior, Marco Antonio Villeda, to continue the control routines, surveillance and other operational actions to protect the perimeter of the central campus while the protection is resolved.

According to the USAC legal team, the request was based on the risk of possible confrontational actions between groups with particular interests during the activities planned at the university.

The CC indicated that the decision is adopted while it knows the merits of the constitutional action, considering that the budgets established in article 28 of the Law of Amparo, Exposure Personal and Constitutionality are met.

In addition, it sent the file to the Supreme Court of Justice, constituted as the Amparo Court, to continue processing the case and verify compliance with the legal requirements.

The resolution was approved with the favorable votes of the president of the CC, Anabella Morfín, and the judges Dina Ochoa and Julia Rivera, as well as the substitute judge Luis Rosales. Judge Astrid Lemus voted against.

The decision is known one day before the inauguration of Walter Mazariegos as rector of the Usac for a new period. His re-election has been questioned because the Higher University Council (CSU), made up of a majority similar to Mazariegos, excluded electoral bodies from the election process. In addition, there are still legal processes pending resolution related to this process, several of which are under the knowledge of the Constitutional Court itself.
