The Ministry of Energy and Mines published this Monday, April 27, in the Diario de Centro América, Government Agreement 64-2026, in which approves the Regulation of the Emergency Support Law for diesel and gasoline consumers.
The regulation regulates the marketing chain related to the import, storage, transportation, packaging, sale and consumption of oil and petroleum products.
The final consumer is the individual or legal entity that purchases diesel and gasoline for final consumption. without using them for resale or subsequent marketing.
The agreement explains that only those individuals or legal entities that import diesel, premium gasoline or regular gasoline, as long as they are registered as importers with the General Directorate of Hydrocarbons of the MEM prior to the entry into force of the law, have a current license and are not suspended.
Verification of compliance with these requirements will be the responsibility of the General Directorate of Hydrocarbons.
In addition, the Superintendency of Tax Administration (SAT) will generate a rWeekly report of operations based on electronic invoices and will transfer it to the MEM in the first three business days of each week.
In turn, the MEM will make the budgetary arrangements and financial that correspond to the Ministry of Public Finance.
On April 20, Congress published the Emergency Support Law for Diesel and Gasoline Consumers in the official gazette, following the increase in fuel prices derived from the war of the United States and Israel against Iran.
He Subsidy is contemplated for a duration of three monthsfrom the publication of the regulations, or until financial resources are exhausted.
Temporary social support is Q8 for each gallon of diesel and Q5 for each gallon of gasoline superior or regular.
The State of Guatemala will contribute an average of Q22.2 million daily to cover the subsidies, which will be valid from May 1 to July 31, according to information provided by government authorities.
The Minister of Public Finance, Jonathan Menkos, assured on April 20, in a press conference, that the subsidy will be reflected as a direct discount on the final price paid by the consumer starting May 1.
