Gabriel Estuardo García Lunarecently appointed attorney general and head of the Public Ministry (MP), began to integrate the team that will accompany him in the administration of the institution.

Among the first appointments are Edwin Santiago Chavajay Chavajay, who will take over as secretary general of the Public Ministry; Shirley García Ovalle, designated Secretary of International Affairs and Cooperation, and Rony López Galindo, who will direct the Secretariat of Information Technology Affairs, confirm Free presssources close to the new MP administration.

Career in the justice system

Chavajay Chavajay is a criminal lawyer and works as a Criminal Law advisor to the Attorney General’s Office (PGN), a position he has held since 2024. He is also a professor of Criminal Law at the Rafael Landívar University.

His experience within the judicial system includes having been part of the Criminal Chamber of the Supreme Court of Justice between 2021 and 2023, where he coordinated the legal analysis team of member V for cassation appeals and review actions in criminal matters.

Additionally, he worked in constitutional and criminal litigation, commercial arbitration, and civil and commercial litigation in private firms. He also served as secretary of the Conflict Resolution Commission of the Guatemalan Chamber of Industry (CRECIG).

International cooperation and administrative management

García Ovalle developed his career in the Judicial Branch, where he coordinated projects financed with international cooperation to strengthen institutional capacities, according to his public profile.

Between 2022 and 2024 she held the position of Project Execution Coordinator of the Judicial Branch, where she was in charge of the design, implementation and monitoring of programs financed with international funds, as well as the preparation of terms of reference, evaluation of indicators and management of donations.

She also served as an assistant for International Relations of the Judicial Branch between 2018 and 2022. She also worked as an administrative assistant in the Administrative Management of the Judicial Branch.

García Ovalle with a master’s degree in Project Formulation, Management and Evaluation from the Rafael Landívar University.

IT Affairs

López Galindo has more than 20 years of experience in information technology and technology project management, according to his LinkedIn profile.

Since March 2024, he has coordinated the Services Operation Unit of the IT Management of the Judiciary, the area in charge of addressing technological incidents, software and hardware support, networks and telecommunications.

In 2023 he was head of the Department of Information and Communication Technology of the Institute for Assistance and Attention to Victims of Crime, where he coordinated technological modernization and institutional automation processes.

He also worked as a technological consultant for the OJ and as a project manager for the Supreme Electoral Tribunal, where he participated in the “Technological Systems Modernization Project.”

López Galindo was a professor of the Master’s Degree in Industrial Management at the University of San Carlos in Guatemala.

He has a master’s degree in Technological Management of Human Resources and a bachelor’s degree in Computer Science and Telecommunications Administration from the Galileo University.

According to the MP, a press conference is scheduled to be held tomorrow to announce who will occupy the new positions.

Profile of the new attorney general

García Luna was appointed attorney general and head of the MP on May 5 by President Bernardo Arévalo and ten days later he was sworn in for the period 2026-2030.

The jurist has more than 25 years of experience in the justice system. He began his career in the Judicial Branch in 1997 and later was a Justice of the Peace, a Judge of First Instance and a Vocal Magistrate II of the Mixed Regional Chamber of the Court of Appeals of Cobán, Alta Verapaz.

Between 2016 and 2023, he chaired the Judicial Disciplinary Board, the body in charge of hearing administrative misconduct by justice operators. He currently remains linked to that entity as a substitute member.

Since 2024, he has also served as a criminal advisor in the senior office of the Attorney General’s Office.

In the academic field, he has taught courses at the Rafael Landívar University and at the School of Judicial Studies. In addition, he has a master’s degree in Criminal Law from the University of San Carlos of Guatemala.

García Luna will assume the leadership of the MP after the two consecutive terms of María Consuelo Porras, who remained in office for eight years after being appointed during the presidencies of Jimmy Morales and Alejandro Giammattei.
