Three bidders presented proposals to design and build the General Hospital of the National Civil Police (PNC), a project promoted by the Ministry of the Interior to expand medical care for officers and their families.
The offers were received on June 23 and range from Q268.43 million and Q525 millionaccording to the Guatecompras portal.
The lowest bid was submitted by Eddie Erly Danniery Portillo Limawho proposed executing the project by Q268 million 425 thousand 580. Of that total, Q6 million correspond to the pre-investment phase and Q262.43 million to the construction of the hospital.
The second proposal was presented by Fernanda Quitze Molina Rodríguezby Q380 million 410 thousand. The offer is intended Q6 million for the pre-investment phase and Q374.41 million for construction.
The highest economic proposal is Luis Fernando Taracena Gil and Co-ownershipwhich offered Q525 million. Of that amount, Q40 million were destined for the pre-investment phase and Q485 million to construction. According to the Guatecompras portal, the Tender Board is evaluating the proposals.
Bidder history
The bidder that has obtained the most public contracts is Eddie Erly Danniery Portillo Lima. According to Guatecompras, it registers 230 awards between 2020 and 2026, for Q379.1 million. Only in 2025 did he obtain 70 contracts by Q168.93 millionwhile in 2026 it adds 13 awards by Q49.66 million.
For her part, Fernanda Quitze Molina Rodríguez accumulates 408 awards by Q347.17 million between 2020 and 2026, the largest number of contracts among the three participants.
Luis Fernando Taracena Gil and Co-ownership register 95 awards with public entities since 2006, for an accumulated amount of Q141.75 million.
Its largest contract in a single year corresponds to 2023, when it obtained an award for Q37 million. In 2025 it received seven contracts for Q22.32 million and, during 2026, it will add nine awards for Q1.87 million.

Hospital will benefit 250 thousand people
The project includes the construction of the PNC General Hospital in Los Cipresales, zone 6 of Guatemala. According to the documents published in Guatecompras, the care center will be located in the facilities currently occupied by the Documentary Fund of the Old Historical Archive of the National Police (AHPN).
The technical specifications detail that the hospital will have 150 beds and will have outpatient services, emergency, hospitalization, intensive care for adults and neonates, six operating rooms, clinical laboratory, blood bank, pharmacy, morgue and administrative areas.

What was announced by the PNC and Mingob
Marco Antonio Villeda, Minister of the Interior, told Free press on June 4 that the project would begin with an allocation of Q32 million for the pre-investment phase, money included in the institution’s budget.
“This is a hospital that aims to provide service not only to police officers, but also to their families,” said Villeda.
Five days later, on June 9, PNC authorities explained during a congressional summons that the Q32 million correspond to the first budget disbursement of the project and that the total cost of the work, including construction and equipment, could amount to approximately Q555 million.
