Union groups are activated for the election of commissioners to nominate comptroller

The call to integrate The Nomination Commission for Comptroller General of Accounts activated the union organizations who begin to look for sympathizers and support for the election of their representatives.

On June 2, Congress issued the agreement to call the postulator who is made up of the deans of the faculties of economic sciences; a rector who presides over it; and 13 representatives of the associations of public accountants, auditors and economists.

The Rectors Forum plans to elect the president of the commission on July 15, based on the call of the president of Congress, Luis Contreras.

While the College of Public Accountants and Auditors (CPA), and the College of Economists, Public Accountants and Auditors and Business Administrators (CCEE) have already called their members for the elections of their 13 representatives.

The CPA, which will have 11 commissioners, will receive the candidate lists this Tuesday, June 23. Separately, the CCEE appoints two commissioners and will receive candidate lists starting July 7.

The CPA votes are scheduled for August 6 while those of the CCEE will be on July 17, which allows union organizations to have a few weeks of campaigning.

Before receiving the forms, the supervisory organization Movimiento Projusticia warns that some union organizations are active.

This is Growth of Professionals and Auditors, which called for a celebration on the occasion of Father’s Day; Group of United Professionals has already been activated on social networks; and Confianza Profesional has promoted courses that guarantee a participation diploma.

Key presidency

The candidate seeking to renew the Comptroller General of Accounts generates expectations according to observation groups, due to the role played by the Comptroller General of Accounts (CGC) in the general elections.

The presidency of the postulator will be defined on July 15, which will be decisive for the possible opening and access to the work sessions, since the president is usually the one who offers the facilities of the university that he directs as the headquarters of the postulator.

In the 2022 process, the presidency was headed by Rector Roberto Moreno, of the Universidad del Valle de Guatemala (UVG), a study house that allowed the presence and permanence of media and observers in each of the work sessions.

Now the presidency is at stake because there is no defined candidate, but sources close to the universities identify that Walter Mazariegos, rector of the USAC, is interested in the position.

Student and social groups point out Mazariegos for accessing the rectory under fraudulent practices; this year, the postulator who selected candidates to join the Supreme Electoral Tribunal (TSE) presided.

During his performance, Mazariegos evaded public questions because he delegated the spokesperson to other people, contrary to other candidates in which the responsibility falls on the president.

Some observation groups consider that, despite the apparent publicity, there were no public discussions and the sessions seemed to be procedures for previously established agreements.

Electoral weight

Next year, Guatemala holds a general election process to define the new presidential binomial; the new legislature of Congress; Central American Parliament (Parlacen); and mayors.

Each of these candidatures that must be evaluated by the TSE Citizen Registry must include among its requirements the temporary proof of non-existence of claims for charges, or popularly known as settlement.

These documents are issued by the CGC, so competition intensifies to have an impact on the candidate who is going to nominate the candidates for Comptroller.

In the 2023 general elections, electoral observers criticized the way in which some candidates were rejected, among some of the reasons, not having a settlement.

For the postulator who is weeks away from starting, the American University and Juan José Arévalo Bermejo University will have the participation for the first time, the latter being linked to the rector of USAC.

The nomination commission must prepare a list of six candidates to lead the CGC, but the final decision rests with the plenary session of Congress as it is an appointment that corresponds to the deputies.
